I'm not entirely sure that the sover will always be at 0. It's at least exposed as a variable in cmake and it was at some point libOkteta2Core.so.2. Something to ask upstream?

If it changes, then it changes. No big deal. rpmlint just wants you to use the number after the .so in the package name, not the one before.

If it changes then that would violate SLPP as libOkteta3Core.so.0 and libOkteta3Core.so.1 would end up with the same libOkteta3 package name.

yes and SLPP violations will (in due time) lead to FTBFS, so then you notice it early (and that's good). Note we no longer have libOkteta3, but libOkteta0 (and if it ever changes, it will have to become libOkteta1).
