New info has surfaced - it's not as 'simple' as it seemed; the fedora-hosted project/repo only delivers the metadata, the actual RPMs are indeed HTTP 302 redirects to the cisco site - which explains how that legalese is technically translated.
But so far we are not in a position to publish our binaries on the cisco servers
