See SR#940979, apparently it won't get accepted to Factory otherwise.

Of course we'll also need to (un)set %released in the prjconf for KDE:Unstable:Extra then.

There was a quick discussion about that in IRC two days ago.

There are several options for KUF:

%_released 0
%_unreleased 1
%_without_released 0
%_with_unreleased 1

The first is annoying to use in .spec files, because RPM doesn't allow fallback values: %if %{!?released:1}%{?released}.

With %_unreleased it can be %if !0%{?_unreleased}.

With the bconds it can be either %if %{with released} or %if %{without unreleased} which are a bit weird to read, but have nicer syntax.
