Rebuild package e.g. with "cpanspec -f *.tar.gz"

Unfortunately there is no license information available. https://metacpan.org/pod/EV states "License: Unknown" and neither in the README nor in the source tree are any hints. I've also checked the project homepage but didn't found a single clue.

We concluded that Artistic-1.0 OR GPL-1.0-or-later is our best guess.
