It looks like that the TeXLive installations during build for openSUSE:Backports:SLE-15-SP3 do not work. That leads me to the assumption that the posttrans scriptlets for SP3 are not executed ... as test build shows that after a hard

/usr/share/texmf/texconfig/update force

does resolve the error:
