ok, let's see what happens
No idea what's up with the license statements there, the source formatter added some for some subpackages, but not all. Apparently I didn't revert the right ones, but it shouldn't matter...
the source formatter adds licenses statements to each subpackages if one of them has one. the only way I found is
osc ci --noservice
