- Drop baselibs.conf. Nothing requires the -32bit package
and the new libavif build dependency doesn't provide one.

can't install kimageformats-32bit-5.78.0-219.1.x86_64:
nothing provides libavif.so.7 needed by kimageformats-32bit-5.78.0.x86_64
