Needs to be staged with sr#843888, sr#843889 and a libclc update that's hopefully coming soon.

I was sorting these properly, but I think spec-cleaner wanted it this way. Originally I was committing with --no-service but then I gave up because as soon as someone forgets it's back to this order.

Filed boo#1178241 for the cilium build error. The libclc build error is known, a fix is in sr#842645.
