No, The source line must be fixed! It should use the URL and %{version}.
Also I'd suggest to remove the first two lines in changelog. It's the initial commit, they make no sense.

I regenerated the spec file to contain the source line with URL: https://build.opensuse.org/request/show/839162
I got the package from https://build.opensuse.org/package/show/devel:languages:perl:CPAN-S/perl-Search-Elasticsearch, so the changelog represents my changes. I rewrote the two lines so they might make more sense now (in my opinion it holds valuable diff against upstream -- the missing build requirements).
