The patch fix_lib_install_dir.patch seems unnecessary to me. You can fix the libdir install path simply by passing -DCMAKE_INSTALL_LIBDIR=%{_lib} to %cmake.
Also the .. at the end is unnecessary for the %cmake macro and should be removed. it should be automatically able to find the necessary CMakeLists.txt file.
%python_subpackages but no python modules packaged.
%license LICENSE should go in the devel pkg (even if it is already packaged for the shared lib).
