That one is very questioable - libexecdir mathces very well the defintiion for this binary, as it's being called internally only, not by users.
But I guess the path to it is somewhere hardcoded?
Yes, the fetchmail.service file has:
ExecStart=/usr/lib/fetchmail-systemd-exec

@dimstar @pmonrealgonzalez De-hardcoded in sr#830248, it is an background executable so needs to be in /usr/libexec
