Which Suse version are you using? Rav1e is definitely in the Tumbleweed repos.
The above posted message is a check from the bots before a change could be integrated - obviously this is testing against (the future of Tumbleweed - aka Factory)
The issue there was that ffmpeg-4 newly gained a dependency on rav1e (which DOES exist indeed) and ffmpeg-4 also produces -32bit compat libraries. rav1e otoh did NOT create those compat libs, resultin in the libavcodec58_91-32bit compat library having unsatisfied dependencies.
I had produced and submitted the fix as sr#821859
