Provide PEAR macros for distributions that don't do this in a php{5,7}-devel package already.

Note that this package should *never* be published outside this repository (it is not a full-featured replacement for php{5,7}-devel, it provides just enough for building php-pear-* packages), so whoever accepts this SR, also disable this for *all* distributions and then enable it for the distributions that require it only.
