Please show me the discussion on opensuse-packaging where this change of rule for submissions was discussed and announced!
Everything else is a misuse of the power of a reviewer.
This was discussed during the time we developed SLE-12 and merged Factory stuff. Please stop blaming other people and do your work correctly.
This is not part of the packaging policy and the wiki page you reference says "can", not "should" or "shall" or "must" or anything else, so is purely optional.
So rejecting a package because of an optional wiki page not part of the packaging policy is a misuse of your power and nothing else.
