As history shows: base modules tend to change over the time...
So while it's ok to remove the File::Spec (or any other base-) dependency, please consider to leave the dependency, as it IS a dependency and nobody knows if this module might get removed from base again in the future. You also might break builds for older perl versions with such a change.

cpanspec only removes what's in perl since perl 5.8 - which is SUSE Linux 10.1
Oh, I wasn't aware of that (perl 5.8). Had a closer look at the code now.
