After your first SR, I had a look at atril and the other MATE packages. I don't think they need python[23]-libxml2 at all. The sources contain no python file and otherwise no sign of needing python-libxml2. Fedora and Arch Linux doesn't have it as dependency at all.
So I would just remove it. What do others think/know?
