Do we really want references to non-public JIRA tickets? I can somewhat understand that SUSE wants this. But I'd recommend to add the bsc# references, as you did, and add a reference from bugzilla issues to SUSE's internal JIRA tickets.
This is now a replacement for the old non-publicaly accessible FATE numbers, so yes. On plus side, this should not appear too often in the changelog.
