For the record: we don't 'ACCEPT' - there was a review on the zypp maintainer especially for the reason that the submission was done by a non-maintainer (who wanted to make CMake 3.14 progress)
There is nothing wrong here: the maintainer (you) received a request to confirm the submission (more often than not, people tend to forget to submit their stuff - spoken about the 12k packages, not the zypp stack of course)
