@zhengqiang, I feel the %license COPYING is a replacement of %doc COPYING, so the corresponding document in %doc statement probably needs update as well. Besides, 3 COPYING files (COPYING, COPYING.BSD3 and COPYING.GPL3) are delivered, so either using COPYING* or listing all the file names as an argument could be the way to go.
