your package fails to build against openssql 1.1.1b:
Currently, a build log is available at https://build.opensuse.org/package/live_build_log/openSUSE:Factory:Staging:J/perl-IO-Socket-SSL/standard/x86_64
We've just spotted that perl-IO-Socket-SSL does not find the right tls protocol version. I'll submit a fix soon.
According to https://rt.cpan.org/Public/Bug/Display.html?id=126899 it requires Net::SSLeay 1.86_07. I've just updated it and checked that it fixes perl-IO-socket-SSL build.
