This package appears to be abandoned upstream. The issues that have been raised are probably not going to be fixed. Considering that the coala upstream don't seem too eager to make a new release (the last was in 2017), should we really be going out of out of our way to get it working? I am concerned basing it off a random git commit isn't going to fly in openSUSE:Factory.
The coala org packages are not going to be submitted while they are not properly packaged. These are dependencies of coala, but also dependencies of other tools. This one is a dependency of https://build.opensuse.org/package/show/devel:languages:python/python-cli-helpers , which was accepted and is currently broken.
I replied at more length to you re coala at https://build.opensuse.org/request/show/670796
