%make_jobs and %make_test are cmake specific macros, so of course these won't work. Can you just remove the two comments?

And the -doc subpackage should use Group: Documentation/..., most likely Documentation/HTML, or Documentation/Other as appropriate, see https://en.opensuse.org/openSUSE:Package_group_guidelines
