- Remove _sysconfdir from phobos-devel filelist and add etc since its a
d package name. spec-cleaner was to eager to clean.
- Update so_ver to 80 for libdruntime-ldc and libphobos2-ldc to
match version in 1.10.0 release of ldc.

I think spec cleaner was a bit too eager in the last line of phobos-devel. "etc" here is simply the name of a package in Phobos; it shouldn't be substituted to %{_syscondir}.
