The license condition is pointless, we backported it to all the sle codestreams to support the %license macro now.

Python-devel smodule seems really not needed as it does not compile a thing.

This hardcodes the dep only for py3 +BuildRequires: %{python_module ply} >= 3.4

Use: +BuildRequires: %{python_module ply >= 3.4}
