New package libav which just builds the libav-tools package by default
(avconv, avplay and avprobe) using the ffmpeg libav*/libswscaler libraries

This sr requires https://build.opensuse.org/request/show/590375 to be accepted first, since it uses some header files that ffmpeg doesn't install by default.

Let us wait for the ffmpeg maintainer then. But nice job I have to say :)

Other change was accepted, now drop everything except from the utils from the spec :)
