Why are we not actually using something like Debian's locale-gen? That way, any set of locales (even just one) could be installed, and it need not be English.

Why should we use a wrapper around localedef, only because some people are too lazy to read the manual page for the correct arguments? That's waht locale-gen is: a 63 line shell wrapper around localedef. And locale-gen needs the i18ndata installed, which makes the whole thing void: I have the locales as sources installed and need to call locale-gen additional before I can use them? This is no solution for small images or containers, where you need a UTF-8 locale for some tools to work correct. Your locale-gen solution would need a huge amount of more disk space then shipping a pre-build locale archive.
