see the linked bug report. we are trying to get rid of all hard requirements on Python 2 for basesystem/minimalX packages
I think all required Python dependencies are also available for Python 3 (e.g. the fork cheetah3).
That is possible. But even if that is the case, it would be better to have a separate spec file depending on them; there's no good reason to have Cheetah in minimalX just to build docs of one package.
