Finally with all RPM groups fixed
- Upgrade RPM groups; trim descriptions.
- Fix package groups: shared library -> System/Libraries, devel
package -> Productivity/Scientific/Math.
- Properly implement shared library packaging policy.
- Use fdupes to link duplicated files.
- Correct packaging groups.
- Use cmake macros for build, make and install stages.
- Update to version 3.0.
- Initial package.

That's not what https://en.opensuse.org/openSUSE:Package_group_guidelines#Development says
What does it say? Anyhow, my interpretation would be such that
for splinter as an abstract whole, Prod/Science/Math describes its purpose better than Dev/Lib/C - it's not just any C library, it's a math(!) library.
for splinter-devel however, Dev/Lib/C is more specific than Prod/Science/Math, and for python(3)-splinter, it should even be Development/Languages/Python, the reason being that this Math (sub)package is limited to being used by only C or Python respectively.
+Requires: %{shlib} == %{version}
Though it works, "==" is unusual. It could be replaced by just "=".
