There's a problem here:
+Provides: libhts1-devel +Obsoletes: libhts1-devel <= 1.5
It should instead be
Provides: libhts1-devel = %{version}
Obsoletes: libhts1-devel < 1.5
You shouldn't be obsoleting the same package version you provide.
