- $locale has been removed. Mutt now respects the LC_TIME setting
instead. See also $attribution_locale.

attribution strings. When unset, Mutt will use the locale
environment, but note the default value of $date_format has a
leading '!' which says to use the C-locale.

Question: what is the problem with legal-auto:
mutt 1.8.2 is still GPL-2.0+ as well as all changes/patches added by the neomutt developer group. Compare with neomutt-neomutt-20170421/LICENSE.md
legal-auto waits for a lawyer to confirm the submission - the bot found some unknown phrases which it did not dare taking a decision by itself, hence it's in the lawyer's queue.
Where can I find the log? I guess that the bot is simply using the wrong file ... it should be LICENSE.md and not COPYRIGHT
