This is due to kleopatra / GPG, it is not related to libkgapi (I have seen this in TW with older GPG versions, and if you click OK, it will give the same prompt for every certificate in the store). This behavior I believe changes in more recent GPG versions, and can be adjusted with a configuration change (not sure if it's feasible to inject it in openQA while it's running).
