The way I see it, you will have to apply the SLPP guideline here. (Because: presence of shared libraries, *and* presence of header files to make use of these).
Please also avoid using %__install and just write install.. it's the same thing but less cluttered. (same for %__ln_s, just do ln -s)
groupadd and useradd calls should not have their exit status ignored. Remove "|| :"
