The package was not able to build as access to ftp.cpan.org is required by the test. Disabling "make test" enables the build. added Changes file.
this module is on cpan since 11 years untouched. Are you sure there is nothing more modern for what you need it?
and cpan testers have an almost 99% fail rate. I would claim this is bitrot
