I see no code changes, so I assume the requirement is already a reality, and this just makes the spec reflect the reality. For that reason only it must be accepted.

But that is not a good enough trade-off blocking such a generically useful package from installing just for this one little thing. So although I'm accepting the SR, I'm not accepting the overall change and I immediately want to make a new SR that removes this requirement. I'll do it myself if no one else does.
