Mesa recently added free codecs to the video-codecs build option, lead to some external builds with BUILD_ORIG set (e.g. Packman) missing free codecs, this request re-adds them by switching to use the all group for the video-codecs build option to enable both free and non-free codecs for the aforementioned builds.
