greetd creates the user in the pre script with these settings:

getent passwd greeter >/dev/null || %{_sbindir}/useradd -r -g greeter -G video -s /bin/false \
        -c "%{name} daemon" -d %{_localstatedir}/lib/greetd greeter

With this package here, greetd should stop creating the user on its own and rely on this new package.

Additionally: are you sure that the other parameters (like home dir) are not required for greeter user?

I thought the home dir would not be necessary. Let me double check.

I was also going to prepare a parallel submission for greetd. Can it wait until the end of the day?

Is this meant to be used by others or only greetd? If the latter, this should probably be part of greetd.spec

It's used also by openSUSEway itself today, and by any other generic greeter tomorrow
