with proper sysusers.d setup, the provides are auto-detected (the package uses sysusers, so the manual provides should not be needed and if they are, something would be wrong - possibly install location of the sysusers file?)
the main reason why it was not detected before was the missing sysusers-tools Buildrequires - so the dependency script was actually missing
the generated pre script should be run as the pre script (see https://en.opensuse.org/openSUSE:Packaging_guidelines#Users_and_Groups)
-tools is sufficient (-shadow is a current runtime-dep of -tools; might change later)
