I guess it can't be done better because of how broken the petsc package is, see https://bugzilla.opensuse.org/show_bug.cgi?id=1217751.
Anyway, thanks for the sr. You will still need to supersede this with a version that adds the patch names and motivation to .changes and appropriate tags in the spec file, but I think that should be it.

Is this correct? We should not have a patch that fixes another patch.
The patches have different origin and authoring, so why not. It is better than silently modify patch from the upstream github PR.
