I have seen the tarball being created in addition to the obscpio archive sometimes, but have not found a reason why that happens (and only sometimes, not reproducibly).
sure, I thought that the .tar.gz was needed because it's referenced in the specfile
It is being generated at build-time, see the _service for details.
