Do we know why the libraw is/was being restricted to %suse_version?

in 15.4, libraw has been updated to 0.20

Sorry, what I meant was why libraw was being conditioned to be used only for SLE/Leap. But in the build log I see it's being pulled in regardless, so <shrugging>
