That sounds odd - in /usr/share/icons there are multiple sub-directories named after icon themes. Single icon files don't really belong there. That more sounds like
/usr/share/pixmaps
Not sure which is correct but icons can also be sourced there iirc.
In my
/usr/share/icons
, it seems to be the case
