Keep old flatpak-builder because the newer one will have hard dependency on debugedit, and we do not ship it on SLE.
Keep old flatpak at version 1.14.x because the latest flatpak 1.15.x is not a stable version.
bubblewrap and libostree will be submitted to 15.5:Update together with the update of flatpak 1.14.x.
