- Use macro _mingw64_ldflags_bootstrap from mingw64-filesystem package for setting LDFLAGS to keep common settings in one place

This fix need also to be applied to mingw32-winpthreads

Not better to specify a different variable e.g. %_mingw64_ldflags_bootstrap in mingw64-filesystem:macros.mingw64 and to use that
e.g.

used by bootstrap packages

%_mingw64_ldflags_bootstrap -Wl,--exclude-libs=libintl.a -Wl,--exclude-libs=libiconv.a -Wl,--no-keep-memory %_mingw64_ldflags %{_mingw64_ldflags_bootstrap} -fstack-protector

Otherwise, on the next change of the ldflags this may result in hidden issues.
