- Update to 3.1.3:
* Fixed bitmap font glyph advance width calculation when the user has
enabled 10-scale-bitmap-fonts.conf in fontconfig.
- Fix libfcft package missing license file, and remove redundant copy of
doc files and license in $datadir/doc/fcft/
