- update to 3.1.1:
  * Propagate exception to all pending commands
  * Fix test for python 3.12

Please move python3-Twisted to being recommended. python3-Twisted depends on a bunch of other python packages that I'd rather not have installed, and it does not at all seem to be necessary for packages that use this package. For example, mpDris2 works when installing it with python3-Twisted locked.
