Old C++ library for the Unidata network Common Data Form

NetCDF (network Common Data Form) is a set of software libraries and
machine-independent data formats that support the creation, access, and sharing
of array-oriented scientific data.
This package provides the old C++ API. It's not recommended for new projects,
but it still works.

With SR#113060 we lost this. I would argue it should go to 12.2 since otherwise it's a regression in KST and KST has actually been more tested with NetCDF support (only two months without it). OTOH I'm not going to test KST since I have no idea how to use it...
