- update to 3.13.1:
* Allow users to subclass FileLock with custom keyword
arguments
* Support reentrant locking on lock file path via optional
singleton instance
* change typing-extensions to be installed only with the
[typing] extra
- Add missing Requires on typing-extensions if < 3.11
