Simple key-based configuration system
dconf is a low-level configuration system. Its main purpose is to
provide a backend to GSettings on platforms that don't already
have configuration storage systems.

Require dconf >= version... please also add to 12.2, as it is a crucual piece in allowing us to provide a GNOME:STABLE:3.6 later on (which, coincidentially, uses libdconf1... that's how it was spotted in first place) (forwarded request 129738 from dimstar)
