- Fix the macros to define default value if _threads are not defined to fallback to amount of CPUs

This can be finally dropped as we'll have a native OBS support for that: https://github.com/openSUSE/open-build-service/pull/10008
I don't think this should be dropped; as per comment in related issue https://github.com/openSUSE/open-build-service/issues/1953#issuecomment-678975299
