This seems to be an issue of the kernel package macros in Factory. Build log shows:
[ 28s] warning: line 45: Invalid version (double separator '-'): 4.14.15-1-default: requires: kernel-uname-r = 4.14.15-1-default [ 28s] warning: line 83: Invalid version (double separator '-'): 4.14.15-1-pae: requires: kernel-uname-r = 4.14.15-1-pae
The issue is not present in Leap, but that's probably only because that's too old.
In fact, if there is not pae kernel, the macro shouldn't try to build pae modules…
